内容包括：
塑料袋广泛用于购物场所；
塑料袋也是主要的污染源，废弃的塑料袋随处可见；
塑料袋不易分解，容易造成污染，甚至导致野生动物或海洋动物窒息而死；
“白色污染”有损中国形象；
政府应立法禁止商场和超市使用塑料袋；同时鼓励人们使用纸袋或布袋。
